Summary
The client undertook a comprehensive ServiceNow transformation covering ITSM, ITOM, and ITAM, migrating from a shared to a dedicated instance within three months. The engagement implemented core ITSM modules, ITOM capabilities such as discovery and event management, ITAM and software asset management, and integrations with enterprise systems and business workflows. It operationalized nine ITSM processes, reconciled assets across 45+ departments, and published 700+ self-service knowledge articles, with a phased roadmap further to extend automation, integration, and AI capabilities.
Client overview
A city-wide platform built for the future of service delivery
The client is a municipal government serving one of the largest cities in the US, with a population of over 1.3 million residents along the Southern California coast. Like many large municipalities, its IT organization supports a broad range of city departments and services on a shared technology backbone.
The client embarked on a comprehensive ServiceNow transformation to move off a shared instance and onto a dedicated, out-of-the-box aligned environment within three months. The engagement scope spanned core ITSM modules including incident, major incident, change, and problem management, service catalog, SLM, CMDB, asset management, and self-service; ITAM and software asset management with a focus on asset lifecycle and procurement; ITOM capabilities such as event management, event correlation, discovery, service mapping, and orchestration; integrations with enterprise systems including CRM, inventory, and asset management tools; and business workflows such as employee onboarding/offboarding and HR case management, alongside an enhancement of discovery and MID server architecture with APM integration.
Challenges
Fragmented systems holding back an enterprise-wide platform
The client was running on a shared ServiceNow instance and needed to move to a dedicated, out-of-the-box aligned environment within a tight three-month window.
Core ITSM capabilities, including incident, change, problem, service catalog, SLM, CMDB, asset management, and self-service, were not consolidated on a single, governed platform.
ITAM and software asset management lacked a defined asset lifecycle and procurement process, while ITOM capabilities such as discovery, event management, service mapping, and orchestration remained underdeveloped.
Enterprise systems such as CRM, inventory, and asset management tools, along with business workflows like employee onboarding/offboarding and HR case management, were not integrated into the platform, and discovery/MID server architecture had no APM integration.
Solution
A three-month, agile-led ServiceNow transformation
The team adopted an agile delivery model to enable iterative development and continuous improvement across the engagement. The team leveraged out-of-the-box ServiceNow capabilities wherever possible to accelerate deployment and reduce customization overhead, while establishing a robust CMDB foundation to support application portfolio management. The team implemented a SIAM-based, multi-department operating model to ensure consistent service delivery, and enabled automation and governance frameworks across change, asset, and compliance processes.
Dedicated instance migration
Migrated the client from a shared to a dedicated ServiceNow environment with OOTB alignment within three months.
Core ITSM module rollout
Implemented incident, major incident, change, problem, service catalog, SLM, CMDB, asset management, and self-service.
ITAM and ITOM deployment
Deployed ITAM and software asset management alongside ITOM capabilities including event management, discovery, service mapping, and orchestration.
Enterprise integration and workflows
Integrated enterprise systems such as CRM, inventory, and asset management tools, and designed workflows for onboarding/offboarding and HR case management.
Business outcomes
Measurable gains across process, assets, automation, and security
The client's ServiceNow transformation replaced a shared, fragmented instance with a unified, governed enterprise platform spanning ITSM, ITOM, and ITAM. With a strong CMDB, disciplined change governance, and a growing self-service knowledge base now in place, the client is positioned to advance through a phased FY26-FY28 roadmap, including employee center migration and Microsoft Teams integration, through Flow Designer workflow migration and SIEM integration, to AI-driven virtual agent and Now Mobile deployment in support of its strategic objectives to unify the platform, deepen self-service, strengthen governance, and enable AI-driven service management.
Process and platform excellence
Operationalized nine ITSM processes, achieved a 98% change success rate via the CAB workbench, and established demand management with blackout scheduling and change governance.
Asset and CMDB maturity
Built a strong CMDB foundation supporting APM, with annual IT asset reconciliation across 54 departments and automated software catalog management.
Security, compliance, and experience
Implemented role-based access, encryption, and regular security audits, and published 700+ knowledge articles that improved the HRSD and self-service experience.
