Summary
A leading national statistics agency partnered with Zensar to modernize access to census data via an AI-enabled knowledge platform. By leveraging Azure OpenAI, Azure AI Search, document intelligence, and speech services, the solution transformed static census reports into an interactive experience, enabling citizens, investors, and government stakeholders to retrieve information quickly through conversational text and voice interfaces.
Client overview
A government-owned statistics and data agency manages and publishes large-scale demographic and socio-economic datasets that support national planning, policy development, academic research, and public information services. Serving citizens, businesses, researchers, and government departments, the organization sought to modernize public data access by leveraging advanced AI technologies.
Challenges
Unlocking faster and more inclusive access to national census information
The client maintained large volumes of census information across extensive PDF reports and documents. Retrieving specific information often required manual searching and interpretation, limiting accessibility and user adoption. Additionally, traditional interfaces did not adequately support users who required assistive technologies, including visually impaired individuals. The organization sought a solution that could provide intuitive access to trusted information, support voice-based interactions, deliver accurate responses, and scale to accommodate growing public demand while maintaining security, reliability, and governance standards expected of a government service.
Solution
AI-powered conversational search for government census information
Zensar developed an end-to-end intelligent information retrieval platform powered by Microsoft Azure AI services. Census data stored as PDFs was extracted, structured, and enriched with Azure AI Document Intelligence. The processed information was indexed in Azure AI Search to enable advanced keyword and vector-based retrieval. Azure OpenAI delivered contextual responses to user queries, while Azure Speech Services enabled voice-based interactions to improve accessibility. The platform was secured using Azure Web Application Firewall and Prompt Shield, ensuring safe and reliable access to government information and a natural, conversational user experience.
